Minutes of Carrick Community Councils’ Forum (CCCF) meeting held at 7pm on Tuesday 17th July 2007
Martin Mathers gave a brief update on SP’s two proposed windfarms in South Ayrshire - Dersalloch and Arecleoch. As both developments are covered by Section 36 of the Electricity Act, it is the Scottish Executive, not SAC, who are responsible for giving planning consent. The Scottish Executive has three options in respect to the developments - it can approve them, reject them or order a public enquiry. Arecleoch is a “clean” application in that it has no outstanding objections against it from within the local community other than those raised by Community Councils. Dersalloch however has an ongoing issue with respect to its effect on Prestwick Airport.

Windfarm Community Benefits
PT outlined the formation of the BDA, summarised the Hadyard Hill situation, outlined our current position and summarised our concerns. It was also noted that we should not have to apologise for our pro-active approach within the wider community.

NL agreed to negotiate with the windfarm companies on our behalf regarding funding levels, not on geographic distribution.

What is Community Benefit?
System to distribute funds from developers to those communities affected by windfarm developments
No requirement of windfarm developers to make any contribution to communities affected by their proposals. Developers make any contributions on a voluntary basis.
Experience to date (across Scotland) is that developers are keen to enter into partnership agreements with local communities and the local authority in affected areas
Local authority role is to assist and facilitate - not to control or be beneficiary

Glencairn Community Council Windfarm Fund (GCCWF). Grant Criteria
1. Positive Criteria.

Applications that fulfil the greatest number of the following criteria have the best chance of being successful. Note: Criteria 1a) must be met.

a) The area in which the grant is to be used is the area of Glencairn Community Council. This area is as the parish boundary as per Glencairn Community Council Boundary map.

b) The organisation has a constitution, committee, accounts and has had an AGM in the last year.

c) The grant will be used to benefit the social, educational, sporting, economic or religious life of the community.

Hadyard Hill Windfarm Community Fund Issues June 2005
As part of the continuing process of seeking alternative energy sources, there are numerous proposals and projects across Scotland concerning the development of Wind Farms. South Ayrshire, like other Councils in rural Scotland, is experiencing pressure from developers proposing to construct new wind farms.

The Council will be receiving advice from officers in due course about the principles, design and operational practices of Community Funds. While these will require to be negotiated with Windfarm developers and local communities, it is likely that such advice will reflect best practice which is developing across the country, and which has informed the views of many of the potential developers in South Ayrshire.
The purpose of this paper is to indicate some of the issues which will have to be considered in establishing the Hadyard Hill fund, and to recommend a model type of organisation to take the Fund forward. The basis for recommendations is the content of the agreement which has been drawn up between the Council and SSE. Where possible however, the recommendations reflect the type of future protocol which will in due course be presented to the Council for agreement.

Purpose of Report
1.1 The purpose of this report is to consider the issue of community benefit from developments such as wind farms in South Lanarkshire and to approve a mechanism for the administration and subsequent dispersal of these funds. It is also proposed that this be approved as interim policy guidance.
