1.1.Text content
The wording of the Community Action Plan was discussed in detail and modifications noted. These will be incorporated into the document and a further draft issued.
1.2Action Steps Workshop
A short workshop was held to discuss each of the seven strategies within the Action Plan. The actions identified will be included in the next draft.

4.SCARF:
This was the main agenda item following on from the presentation of the Barrhill Community Appraisal by Ailsa Horizons. There was discussion amongst members centred on the Executive summary of the report:
- Action points from the Key Findings
- Community priorities from the “Needs, Wants and Desires”
- The top 5 issues raised from the community priorities
- Questions arising.
The results of these four sessions are listed on an attached sheet.

Minutes of Meeting held 25th April 2007
4. Updates on Matters Arising:
Drew Moyes gave an update on the Carrick Way. He clarified that the map showing Barrhill as a spur was only supposed to be a broad proposal outlined by a consultant and was not intended to be seen as the final designated route. It was discussed that this was unfortunate, as many lay people regard this as the route. A letter is to be written supporting the principle of the Carrick Way and that the CC would like to be involved.
The CC has had meetings with the School Council regarding the review of the Educational Estate and a letter of support was forwarded to SAC.
Barrhill Development Association (BDA): Louba Hogkinson reported that BDA was on track.
Carrick Forum (CCCF): FC is attending a meeting on Monday 30th April regarding Windfarm Community Benefits.

Barrhill Community Council AGM
Minutes of AGM held 25th April 2007
Chairman’s report:
Duncan Barr stated that the previous 12 months had been the most interesting that he had taken part in during his time with the Community Council. Windfarms dominated proceedings and as a result, the Barrhill Development Association (BDA), was set up, with a much wider group of interested people. The Carrick Community Council Forum (CCCF) was established to share issues. The Scottish Community Action Research Fund (SCARF) was undertaken and this great document outlines for us the wishes and desires of our community. The proposed Car Park, next to the school was progressing slowly. Duncan thanked each of the Community Councillors in turn, for their ongoing support and declared that it was the strongest Council to date. He thanked Cllr. Torrance for all his help and support, Peter Linton for his diplomacy and Maureen for help with the hall.

Minutes of Meeting held 28th March 2007
5. Updates: Barrhill Development Association (BDA): DH reported that a grant of £2000 had been awarded from SAC’s Community Planning, subject to the BDA raising the remainder of monies required for the proposed study.
Carrick Forum (CF): An email had been sent to the writer of the letter of opposition to the CF. An email was sent to SAC to ask for clarification on this issue.
A late email was received from Kay Siddell stating that Pinwherry CC had taken exception to some issues surrounding the proposed community benefits of proposed windfarms in the area. This email is to be circulated to CC members. It was noted that Keith Dawdry of Pinwherry CC was invited at the outset to attend Barrhill CC’s meetings but had not taken the CC up on the offer. The situation of Community Benefit is to be raised at the next CF meeting.
A special meeting regarding the findings of the SCARF consultation is to held on Wednesday 11th April 2007 at 7:30 pm in Barrhill Memorial Hall.
A felling licence has been obtained for the area around the Martyr’s Tomb but John Strain is having trouble recruiting fellers as the contract is not lucrative.
The CC has had meetings with the School Council regarding the review of the Educational Estate and a letter of support will be forwarded to SAC.

Minutes of Meeting held 28th February 2007
4. SCARF update: Tricia Irving gave a very positive outline of the research carried out to date and copies of the preliminary report were handed out for CC members. A final report is to be presented at a special meeting before the end of March 07.5.
Windfarms: DH outlined recent results of the Barrhill Development Association (BDA). Alan Tuffs of the STAR group was helping members to submit a proposal for Lottery Funding. Cllr. T. outlined how the RSPA may be able to provide other funds, and similarly from the Forestry Commission and Communities Scotland. The money from Force9 has now been received and everyone is delighted with the progress of this group to date. A letter of concern about the proposed Arecleoch windfarm has been sent to Energy Consents. Cllr T. stated that this windfarm proposal may not go to SAC planning until after March. A meeting was held with Peter Scot who gave an update on his report. ScottishPower have funded him to continue, allowing the Arecleoch site to be taken into consideration along with any local changes. A discussion took place surrounding the Carrick Way proposal. Concern was raised that Barrhill should be part of the route and not just an offshoot. It was decided that this matter is to be raised at the Carrick Community Council Forum (CCCF).

Barrhill Community Council Minutes
Minutes of Meeting held 30th January 2007 DRAFT
A letter concerning the proposed windfarm at Areclough is to be written and circulated to the CC members prior to being sent to Energy Consents.
The next meeting of Carrick Forum, 5th February at the Carrick Buildings will consist of a presentation by Highlands and Islands, a community organisation concerned with green renewables. All welcome.

Barrhill Community Council Meeting
Minutes of Meeting held 2nd November 2006 DRAFT
It was agreed that a working group would be made up from Barrhill residents to further discuss and take forward windfarm and community benefit issues, with a member of SAC staff to be chaired by Cllr. Torrance. An open meeting will be held at the end of November when any other interested members of our Community can come forward to join. The names put forward at this meeting were:

Barrhill Community Council, A714
Our programme of works for the A714 this year includes extensive
patching work being done at the moment, surface dressing from Blair road
end to the D&G boundary in the next couple of weeks and resurfacing from
Hallowchapel to Daljarrock and a small area near Laigh Letterpin, which
should be done before the end of July.
