New Rail Timetable
The new full timetable from Monday 12th December is now available.
The only significant change I have noticed is the Sunday service that leaves Ayr at 13:06 and arrives in Barrhill at 13:56 replacing the 12:27 from Ayr arriving at 13:12. Other changes are just odd minutes here and there.

The timetable is subject to alterations and timetables may not be accurate due to Covid arrangements.
Always check the service online as changes are being made all the time.

Coronavirus Support Funding
Carrick Futures has set aside £5000 to support the Barrhill community in the current lockdown situation. The application form and instructions for a grant are on the Carrick Futures website. It does require you to be part of a constituted group or sponsored by one (eg the Community Council). The Community Council also has the small grant scheme which can also be used for some community resilience schemes.
Carrrick Futures has already provided £3000 support to Ayrshire Cancer Support for the transport of patients from the South Carrick area to hospital appointments.
Road Works Schedule
The weekly scheduled roadworks for SW Scotland is available in Excel spreadsheet format here.
Note these are the TRANSERVE maintained roads so does not include the A714.
I can only upload these when they are sent to me so occasionally a week goes missing.
Litter
Litter along the roadsides is an ongoing problem in and around the village. The Community Council has been negotiating with South Ayrshire Council about litter signs for almost 4 years now with still no end product.
In a hope of improving the litter problem the CC has purchased litter pickers, gloves and bags which are available to anyone who is motivated enough to do some litter picking.
If you need any of these items contact either:

Ths services in the hall have restarted and are on the third Sunday of the month.

DOG FOULING AND USE OF POOP BAGS
The Community Council would like to remind dog owners that "poop" bags are available free of charge from the village shop.
Please be considerate to other members of the community and clean up after your dogs misdeeds.
The use of "poop" bags has been successful in helping to keep the village clean but some people are still being inconsiderate in having very kindly bagged their dogs poop they have then just hung the bag in a nearby bush or tree. Being a generous soul I would like to think that they were put there with the intention of collecting them on the return journey of their walk rather than a deliberate act. Please dispose of "poop" bags in a hygienic and environmentaly friendly way.

Emergency Bottled Water.
Drought and Water Scarcity 2021
South Ayrshire Council private water supply users in certain areas of the council are experiencing drought and water scarcity.
If your private water supply is at the point of failing or has failed, (DRY), there is an emergency supply of water for human consumption only, being provided.
South Ayrshire Council, in conjunction with Scottish Water will provide emergency water for human consumption at 4 x set pick up points.
To be able to access this emergency provision, the private water supply property must be on the emergency list.

Although the community council is not meeting due to COVID-19 restrictions grant applications will still be considered. As there are no meetings then applications can be sent to the Secretary at any time and the Community Council will try to respond within two weeks.

SAC has notified us that they will not be providing skips until further notice.
SAC have not provided us with a date for the restart of skips as yet.

MEMORIAL HALL CLOSURE
In accordance with government recommended instructions to avoid public gatherings the Barrhill Development Trust has closed the Memorial Hall as of the 17th March 2020 until further notice.
They know that this will inconvenience some people but the health and safety of residents is of the utmost importance.
It is hoped to reopen after the Summer school holiday of 2021.

Litter along the roadsides is an ongoing problem in and around the village. The Community Council has been negotiating with South Ayrshire Council about litter signs for almost 4 years now with still no end product.
In a hope of improving the litter problem the CC has purchased litter pickers, gloves and bags which are available to anyone who is motivated enough to do some litter picking.

DOG FOULING AND USE OF POOP BAGS
The Community Council would like to remind dog owners that "poop" bags are available free of charge from the village shop.
Please be considerate to other members of the community and clean up after your dogs misdeeds.
The use of "poop" bags has been successful in helping to keep the village clean but some people are still being inconsiderate in having very kindly bagged their dogs poop they have then just hung the bag in a nearby bush or tree. Being a generous soul I would like to think that they were put there with the intention of collecting them on the return journey of their walk rather than a deliberate act. Please dispose of "poop" bags in a hygienic and environmentaly friendly way.

Rapid coronavirus (COVID-19) testing is now available for people without symptoms in South Ayrshire.
The community testing initiative, in partnership with the Scottish Government; NHS Scotland; The Army; and the Scottish Fire and Rescue Service aims to drive down local COVID-19 rates and transmission by identifying positive cases more quickly, as people can spread the virus to others before symptoms appear.
Residents who don't have any of the three COVID-19 symptoms (a new and continuous cough; high temperature; loss or change in sense of taste or smell) are encouraged to get tested.
There is no need to book, and testing is available at the following location from Monday 31 May until Sunday 6 June:
- Town Hall, High Street, Maybole, KA19 7BZ - 10.00am - 6.00pm
These sites are only for people without symptoms. Anyone with COVID-19 symptoms should book a test in the usual way via nhsinform.scot or by calling 0800 028 2816.
Residents will be tested using lateral flow devices (LFD), which can give people their results in around 45 minutes. Any positive cases will then be confirmed by polymerase chain reaction (PCR) test.
Those who receive a positive LFD or PCR test result will be asked to self-isolate.
Dedicated support is available to South Ayrshire residents who need to self-isolate, including access to food and financial support. People who need help should call 01292 616101.

Scottish Ministers have appointed Mr Stephen Hall BA(Hons) BPI MRTPI to consider and submit a report to them on an application under Section 36 of the Electricity Act 1989 to install and operate the Clauchrie Wind Farm on land approximately 5.5km north east of Barrhill, South Ayrshire. The application (which is available to view on the DPEA web site) is subject to environmental impact assessment and is supported by the following environmental information:
- Clauchrie Windfarm Environmental Impact Assessment Report (December 2019), the responses of statutory consultees and other relevant representations
The reporter also requested the submission of a Landscape and Visual Cumulative Update (25 February 2021) to verify that the 2019 Report's conclusions on these matters remained valid.
The Reporter will hold a public inquiry to obtain more information on certain matters before he reports to Scottish Ministers on the case. The matters to be considered during the oral sessions of the public inquiry are:

Coronavirus Support Funding
Carrick Futures has set aside £5000 to support the Barrhill community in the current lockdown situation. The application form and instructions for a grant are on the Carrick Futures website. It does require you to be part of a constituted group or sponsored by one (eg the Community Council). The Community Council also has the small grant scheme which can also be used for some community resilience schemes.
Carrrick Futures has already provided £3000 support to Ayrshire Cancer Support for the transport of patients from the South Carrick area to hospital appointments.
Barrhill Development Trust
During this difficult period, there is a list of volunteers willing to help out fellow visitors who are self isolating, vulnerable or unable to carry out essential tasks. If you need help with shopping, collecting prescriptions etc these volunteers are willing to help. The BDT has organised a small food bank for anyone needing help. APPLICATION FOR CONSENT UNDER SECTION 36 OF THE ELECTRICITY ACT 1989 FOR THE PROPOSED
Kilgallioch Battery Energy Storage System (BESS)
& Associated Works including Synchronous Condenser (Syncon) IN THE PLANNING AUTHORITY AREA OF SOUTH AYRSHIRE COUNCIL AND DUMFRIES AND GALLOWAY COUNCIL
On 23 December 2020, RPS Ireland Limited on behalf of ScottishPower Renewables (UK) Limited ("the Company") completed the submission of an application under section 36 of the Electricity Act 1989 for the Scottish Ministers' consent to construct and operate the proposed Kilgallioch Battery Energy Storage System (BESS) & Associated Works including Synchronous Condenser (Syncon) on land adjacent to the existing Kilgallioch Windfarm Substation and adjacent to an area of commercial forestry located to the north of the operational Kilgallioch Windfarm. The installed capacity of the proposed development would exceed 50 megawatts (MW) but would not exceed 100 MW. The application has been made on the premise that the proposed development is not subject to Environmental Impact Assessment.
The Electricity (Applications for Consent) Regulations 1990 require details of the application be published in the national and local press. The Company is understood to be placing public notices in the near future but is as yet unable to confirm the details to Scottish Ministers.
Proposed Development
The main components of the development consist of the following:
· A portal frame building of approximate dimensions 100 metres by 40 metres with height up to 7 metres which will enclose:
- battery module room;
- HV switchgear room; `
- inverters;
- LV / Control room;
- Stores
- Office and welfare facilities (foul water sealed tank & borehole required for water supply);
- A fire suppression room.
· A compound surrounded by 3m high security fencing (mesh fence or palisade) and containing 40ft double stacked steel storage containers (approximately 6.5m high), CCTV and lighting columns.
· An extension and upgrading of the existing substation, by the creation of a new 275kV bay, to accommodate a Synchronous Condenser contained within a 15m x 10m x 6m acoustic enclosure.
· Vehicle parking spaces.
· Access to the development site will be via the existing Kilgallioch Windfarm access routes.
Consultation
The purpose of this email is to consult you on the application and request your views. The Electricity (Applications for Consent) Regulations 1990 allow 28 days for responses to this consultation, unless Ministers agree another date. The closing date in this case is 29 April 2021.

The library service is suspended for the duration of Tier 4.
Ther will be no charges for books being overdue.
Small Grants 2020/21 Details
Although the community council is not meeting due to COVID-19 restrictions grant applications will still be considered. As there are no meetings then applications can be sent to the Secretary at any time and the Community Council will try to respond within two weeks.
The Community Council has funds available for small grants.
If you have ideas that need funding then please apply. See the details in the link below.

Carrick Futures has set aside £5000 to support the Barrhill community in the current lockdown situation. The application form and instructions for a grant are on the Carrick Futures website. It does require you to be part of a constituted group or sponsored by one (eg the Community Council). The Community Council also has the small grant scheme which can also be used for some community resilience schemes.
Carrrick Futures has already provided £3000 support to Ayrshire Cancer Support for the transport of patients from the South Carrick area to hospital appointments.
Barrhill Development Trust
During this difficult period, there is a list of volunteers willing to help out fellow visitors who are self isolating, vulnerable or unable to carry out essential tasks. If you need help with shopping, collecting prescriptions etc these volunteers are willing to help. The BDT has organised a small food bank for anyone needing help. SAC have resumed collecting all bins.
SAC has notified us that they will not be providing skips until further notice.
SAC have not provided us with a date for the restart of skips as yet.

The weekly scheduled roadworks for SW Scotland is available in Excel spreadsheet format here.
Note these are the TRANSERVE maintained roads so does not include the A714.
I can only upload these when they are sent to me so occasionally a week goes missing.
MEMORIAL HALL CLOSURE
In accordance with government recommended instructions to avoid public gatherings the Barrhill Development Trust has closed the Memorial Hall as of the 17th March 2020 until further notice.
They know that this will inconvenience some people but the health and safety of residents is of the utmost importance.
Litter
Litter along the roadsides is an ongoing problem in and around the village. The Community Council has been negotiating with South Ayrshire Council about litter signs for almost 2 years now with still no end product.
In a hope of improving the litter problem the CC has purchased litter pickers, gloves and bags which are available to anyone who is motivated enough to do some litter picking.

The Community Council would like to remind dog owners that "poop" bags are available free of charge from the village shop.
Please be considerate to other members of the community and clean up after your dogs misdeeds.
The use of "poop" bags has been successful in helping to keep the village clean but some people are still being inconsiderate in having very kindly bagged their dogs poop they have then just hung the bag in a nearby bush or tree. Being a generous soul I would like to think that they were put there with the intention of collecting them on the return journey of their walk rather than a deliberate act. Please dispose of "poop" bags in a hygienic and environmentaly friendly way.

It is good news that jags have started to be given for Barrhill residents. Some have already been done at peoples homes where as other are having to travel to Ballantrae.

Community Councils give local people a real say in matters such as local service delivery and other issues which affect daily lives.
Community Councils have a local and statutory interest in the planning process. Local Authorities are required to consult Community Councils on planning applications affecting their areas.
